About the Role:
We are seeking a Registered Manager to join our dedicated team at Bath & North East Somerset Council.
The Registered Manager’s role is to ensure the effective management and supervision of the Community Resource Centre (Care Home), or Extracare service providing strong leadership and role modelling to the staff team and ensuring a coordinated approach to the efficient and effective provision of person-centred services for older people, designed to meet assessed needs of service users including those living with dementia, physical and learning disabilities, and sensory impairments.
Contracted Hours – 37 hours per week (Full-Time)
Key Responsibilities:
Departmental
- Participate with the Head of Service in the formulation of detailed service objectives and policies
- Support the Head of Service in ensuring effective and efficient implementation of Council policies and achievement of Council objectives, including financial targets
- Contribute to cross-service co-operation in alignment with the Council’s Vision and Values, and lead or coordinate cross-service initiatives as required
- Ensure that team services are responsive to community needs, addressing equal opportunity issues effectively
- Establish and maintain effective external working relationships with organisations and agencies relevant to Residential Services
- Promote and sustain strong internal working relationships within Residential Services, including with staff and trade union representatives
- Ensure clear and accessible communication with staff, service users, the public, and other stakeholders
- Act as project lead for implementing improved systems, including digital systems, and liaise with HR, Finance, and other senior colleagues to ensure compliance with policies and legislation
- Lead and promote the delivery of person-centred care and empower decision-making within appropriate practice scopes
- Where required, lead, coordinate, and chair monthly meetings with partner agencies such as social housing landlords, social workers, and commissioners
- Attend partnership meetings to support the effective operation and ongoing success of the service
Functional
- Participate in the formulation of detailed service objectives and policies with the Head of Service

- Ensure team services are responsive to community needs and address equal opportunity issues
- Establish and maintain strong external relationships with relevant organisations and agencies
- Promote effective internal collaboration across Residential Services, including with staff and trade unions
- Ensure accessible and clear communication with staff, service users, the public, and stakeholders
- Lead projects to implement improved systems, including digital tools, ensuring compliance with policies and legislation
- Promote person-centred care and empower decision-making within appropriate practice boundaries
- Lead, coordinate, and chair regular meetings with partner agencies as required
- Attend partnership meetings to support the smooth operation and success of the service
Catering
- Ensure catering staff deliver a high standard of service that meets service user preferences, dietary needs, and complies with Food Hygiene regulations
- Support the management of catering teams across extra care sites and care homes, including the development of well-balanced, nutritious menus that offer customer choice
- Manage and support systems and processes related to meal provision, including collecting payments and ensuring accurate customer invoicing
Health & Safety
- Promote, monitor, and maintain health, safety, and security in the workplace, ensuring an up-to-date emergency plan is in place that accounts for potential emergencies
- Ensure compliance with the Health & Safety at Work Act, COSHH, all relevant legislation, and Council policies, including oversight of staff and resident safety and the proper functioning of alarm systems
- Supervise and, when necessary, participate in the completion of accurate risk assessments—including manual handling—and report any hazardous situations to the appropriate authority
- Work collaboratively with partner agencies to ensure the environment is safe, well maintained, and suitable for both living and working
Management
- Hold overall accountability as the Registered Manager for the delivery of high-quality nursing and social care, ensuring compliance with CQC and legislative requirements
- Guide and support service managers and senior care/nursing staff in resource planning, assessment, implementation, and evaluation of resident care plans
- Provide direct management, one-to-one, and group supervision to service managers and deputy managers, including performance reviews and appraisals
- Promote effective teamwork across the service and take appropriate action on poor performance, including disciplinary procedures when necessary
- Ensure all staff within the service operate in accordance with CQC standards and legal obligations, including compliance with external regulatory bodies (e.g. CQC, NHS, Environmental Health)
- Oversee care governance processes, including performance monitoring, audit trails, and regular reviews of clinical and non-clinical practice
- Monitor and manage staff sickness, ensuring adherence to internal policies and procedures
- Lead staff training and development programmes, including induction, mandatory training, and qualification coordination
- Promote continuous service improvement in alignment with General Social Care Council Codes of Practice and Quality/Best Value principles
- Manage service budgets under general direction of the line manager, ensuring efficient resource allocation
- Collaborate with commissioners to develop and monitor service specifications and Service Level Agreements
- Lead on recruitment and selection processes in line with Council Equal Opportunities Policy
- Implement and support the Council’s staff health promotion initiatives
- Respond to audit reports and CQC inspections, coordinating necessary actions with the Line Manager
- Work in partnership with other Registered Managers across services to ensure consistent standards
- Participate in out-of-hours Manager on-call duties in accordance with the service’s on-call policy
Requirements:
- Possession of the Registered Care Manager Award or equivalent is essential
- A recognised social services qualification
- A minimum of two years supervisory or management experience in care or support work, including staff supervision and appraisal and either experience of full responsibility for managing a budget, or experience of budget management with supervision.
