About the Role:
We are seeking a Registered Manager to join our dedicated Children’s Home Team at Cardiff Council.
Some out of hours working may be required – the post holder is also required to provide on-call cover outside of office hours within an on call rota
Contracted Hours – 37 hours per week (Full-Time)
Key Responsibilities:
- Provide effective leadership by accepting responsibility and accountability for day-to-day activities of the home and setting a positive example
- Develop and maintain effective working relationships with stakeholders including Health, Education, local community members, children, young people, families, CIW, and Case Management Social Workers
- Represent the home to external parties to build recognition and maintain a positive reputation with professionals, children, young people, and families
- Ensure the home’s Statement of Purpose is accurate, up to date, and regularly reviewed for compliance
- Define and uphold values and policies in line with home, Children’s Services, and Cardiff Council expectations
- Promote and ensure implementation of the home’s model of care and behaviour support programme, and establish a key work system
- Act as Practice Leader and promote a Signs of Safety culture within the service
- Accept responsibility for personal development and promote lifelong learning for staff and residents
- Prioritise own work and set SMART objectives, addressing delays appropriately
- Build trust and maintain communication with team members and external colleagues, resolving conflicts professionally
- Review staffing levels and skills mix regularly to match service needs and operational demands
- Monitor recruitment processes to ensure adherence to best practice
- Delegate responsibilities appropriately, ensuring equal opportunity and reviewing delegation effectiveness
- Support staff with performance challenges, provide guidance, and implement performance management policies when needed
- Chair team meetings and placement reviews in a way that promotes inclusion and objective achievement
- Review and evaluate home services to ensure alignment with children and young people’s needs and outcomes
- Ensure service delivery matches agreed timescales, specifications, and individual care plans
- Regularly review the home’s structure, records, and systems in line with standards, legislation, and efficiency improvements
- Ensure services are delivered safely and that the environment supports health, safety, and welfare of all
- Manage resources including staff, equipment, materials, premises, and finances to support effective service delivery
- Ensure essential supplies are always available for day-to-day home activities
- Control expenditure within budget, analyze financial variances, and implement corrective actions
- Develop a performance management framework using Results Based Accountability and produce required quality of care reports
- Regularly seek feedback from residents, families, social workers, and staff, and use it to improve care quality
- Promote continuous improvement by sharing evidence-based practices and new ideas

- Take reasonable care for health and safety of self and others and comply with health and safety legislation
- Undertake additional duties and changes to work times as reasonably required, in line with job grade and responsibilities
Requirements:
- Level 5 Diploma in leadership for Health & Social Care Services
- Significant experience of working in a residential Child Care setting at a senior or management level.
- Ability to be part of a management on call duty rota for the children’s homes. Full valid driving licence and sole use of vehicle.
- Registered with Social Care Wales
- Eligible to work in the UK
