About the Role:
We are seeking a Service Manager to join our dedicated Safeguarding Team at the City of Wolverhampton Council.
Contracted Hours: 37 hours per week (Full-Time)
Key Responsibilities:
- To Lead a designated area of Service to ensure effective, high-quality outcomes for adults.
- To manage a multi-disciplinary service area, ensuring the provision of effective services responsive to assessed need and user views, in accordance with legislation and the Council’s policies, procedures and eligibility criteria.
- To oversee the delivery of adult safeguarding services, including managing teams of social workers, safeguarding officers, and other professionals involved in safeguarding vulnerable adults.
- To providing leadership in the development, implementation, and review of safeguarding policies and procedures, ensuring they are up-to-date, comprehensive, and in line with national standards and local requirements.
- To develop and maintain safeguarding frameworks and procedures to guide the identification, reporting, and management of safeguarding concerns related to adults at risk of abuse or exploitation.
- To implement strategies and initiatives aimed at preventing abuse, neglect, and exploitation, particularly for adults with care and support needs (e.g., those with learning disabilities, mental health conditions, physical disabilities, or older adults).
- To ensuring that safeguarding practices are compliant with national and local safeguarding policies, including the Care Act 2014, the Safeguarding Vulnerable Groups Act 2006, and other relevant legislation.
- To play a key role in the strategic development of wider Adult’s services through membership of the Safeguarding and Ageing Well management team.
- Take a lead role as directed by the Head of Service on key projects, issues or initiatives.
- Represent the Council in key multi agency forums.
- Adopt a collaborative and supportive approach, to colleagues across the council and in partner organisations, providing operational advice, assistance and support by leading by personal example as a role model of commitment and excellent performance.
- Build and maintain strong partnerships with other agencies, including the police, health services, housing providers, charities, and other local authorities, to provide a coordinated response to safeguarding and exploitation concerns, ensuring effective communication and information sharing between partner agencies in a way that respects confidentiality while safeguarding individuals at risk.
- Support the transformation and re-design of the service focusing on delivery, quality and flexibility to meet customer expectations and improve value for money.
- Transform services to ensure sustainability in the face of changing user and regulatory requirements and take advantage of technological innovations.
- Regularly evaluate the effectiveness of safeguarding services, including reviewing case outcomes, feedback from service users, and compliance with safeguarding standards.
- Make changes and advise Heads of Service in service provision required to meet assessed need.
- Provide support to managers, which ensures achievement of positive outcomes for the service and city as a whole.
- Maintain up to date professional knowledge, relevant professional accreditation and ensure awareness of all strategic service and legislative developments.
- Play a key role in the delivery of integrated services to Adults across the council led services, ensuring appropriate focus on those most in need/at risk within the context of the wider service.
- To ensure appropriate response to user complaints from within the service area.
Requirements:
- Qualified Social Worker
- Registered with Social Work England
- Substantial experience of operating at a managerial level, including managerial responsibility for professional and complex services portfolio, underpinned by relevant professional and managerial qualifications where relevant.
- Detailed understanding of the major strategic challenges facing local government and the public sector as a whole, along with a high level of awareness of the opportunities available for improved collaboration and partnership working required in order to respond to increasing service demands and substantial reductions in available resources.
