Hull City Council | Locality Team | Adult’s Social Worker

🔎 About the Role:

We are seeking a Social Worker to join our dedicated Locality Team at Hull City Council.

Contracted Hours – 37 hours per week (Full-Time)

 

💼 Key Responsibilities:

  • To promote and safeguard the welfare of children, young people and/or vulnerable adults.

Customer Focus

  • To protect the safety and welfare of vulnerable adults, families and their carers, within the ‘making safeguarding personal’ principles. Recognise risk indicators of different forms of abuse and neglect. To undertake Section 42 Enquiries into safeguarding concerns under the guidance of your line manager and the Safeguarding Team.  Demonstrate an outcome focussed, person centred approach to safeguarding practice. To take responsibility for advising / supervising in complex cases and oversee suitable escalation to / progression to appropriate senior social workers and or management as suitable.
  • To assess, identify and source low level OT equipment where this could support an individual to live independently or as part of a wider package of care. To undertake role as a Trusted Assessor.
  • To use coproduction techniques to work innovatively with people to promote self-determination, personal and family resilience, and active citizenship. Identify and secure independent advocacy where relevant.
  • Undertake proportionate assessments, determine eligibility, and assess risk.  Plan care and support and make the best use of available resources to enable people to live the life they choose.  To ensure people are given correct financial advice and information about charging processes of the Council.
  • Enable people to experience personalised, integrated care and support, to maintain independence and wellbeing, and attain the outcomes they want and need. Enable people, their families and carers to understand and manage risk whilst participating in the life of their community and wider networks.

Performance Management

  • Supervises and develops staff through a variety of forum e.g. 1-1 practice development, reflected practice, mentor, coaching including providing honest and constructive challenge/feedback.
  • Engages in complex cases that require autonomous decision making, multi-agency/disciplinary co-ordination and or legal preparation and planning.  This would also include undertaking S42 Enquiries into safeguarding concerns.
  • Implements council policies and procedures to effectively manage staff and team activity.
  • Contributes to team planning, effectiveness and responsiveness.  Supports team manager with improving practice and performance of individuals/team by providing day to day education and supervision.
  • Actively engages in practice development forums/meetings ensuring focussed and purposeful discussions lead to improved social work practice providing professional input as required.
  • As directed prepares and attends decision making forums including supporting co-workers with decisions relating to complex/high risk cases.
  • Works collaboratively with colleagues to ensure that people’s outcomes are achieved e.g. facilitating joint reviews/assessments.
  • Ensures that case recording is accurate, up to date, in line with legislation and is available for a variety of purposes e.g. multi-agency, meetings, strategy meetings, panels, reviews, court.
  • Supports Line Manager to review working practices to deliver a continuously improving responsive service that recognises individual need, strengths and resilience communicates and encourages innovation, motivation, understanding and vision.

Statutory Obligations

  • Working to legislation, case law and statutory guidance,  implements primary legislation and undertakes assessments/specific pieces of work relating to Mental Capacity Act 2005, Care Act 2014, Human Rights Act 1998, Mental Health Act 1983  e.g. undertaking complex Assessments of Capacity and complex / challenging Best Interest  Decision Making; completes Deprivation of Liberty Safeguards assessments and acts as scrutineer for BIA assessments (as a Best Interest Assessor) ; completes applications to the Court of Protection and challenges to the Office of the Public Guardian.

 

✅ Requirements:

  • Qualified Social Worker
  • Registered with Social Work England
  • Evidence of continuing professional development e.g. post qualifying awards
  • Experience of assessment and planning, initiating, monitoring, developing and providing outcomes-driven services in adult social care.
  • Eligible to work in the UK
